Utah Senate Requests Public Comment on Utah Supreme Court and Third District Court Appointees
The Utah Senate Judicial Confirmation Committee is seeking public comment on Judge Matthew L. Bell, Michael R. Menssen and Elizabeth Butler. Gov. Spencer J. Cox appointed Judge Bell and Mr. Menssen to serve as justices on the Utah Supreme Court and Ms. Butler to serve as a judge on the Third District Court.
Those who desire to comment should contact the Utah Senate Judicial Confirmation Committee within the Office of Legislative Research and General Counsel by 5:00 p.m., Monday, September 14, 2026. All statements should include the individual’s name, telephone number, and mailing address. Electronic comments can be sent to senatejudicialnominees@le.utah.gov. The Senate Judicial Confirmation Committee plans to hold a public hearing and then issue a recommendation to the full Senate. If confirmed by the Senate, Judge Bell, Mr. Menssen and Ms. Butler will fill the vacancies left by Chief Justice Matthew Durrant, Justice Diana Hagen and Judge Hruby-Mills.
